In the meantime as a follow up to our last meetings comments where Provost Fletcher attempted to close Cllr Macdonald and Cllr Swift for speaking too long.

This from the Standing Orders.


A mover of a motion shall be allowed to speak for not more than ten minutes. All other speakers in debate shall be allowed to speak for not more than five minutes.

With the exception of the mover of a motion, who shall be allowed five minutes to reply to the debate during which time he/she shall not introduce any new matter, no Member shall speak more than once unless on a point of order or, with the consent of the Provost, to explain something which he/she believes to have been misunderstood.

j) The time limits specified in paragraph (i) above may be exceeded with the consent of the majority of Members present ...............

As it is the James Fletcher show he did not seek to ascertain if the MAJORITY of those present would permit an extension of a few minutes for Cllr Macdonald to complete his statement, and certainly never justified informing Cllr Swift at 4 minutes to finish, nor did he ask the elected members if they would permit Cllr Swift to continue.

However according to Cllr Ireland that is not a problem as they have the lowest borrowing of all 32 local authorities in Scotland. ( Never mentioned we are one of the smallest, amongst other concerns) Oh and Audit Scotland said their accounts were just magic.

15 minute full council meeting, just the kind that Supreme leader Fletcher and Danny Devlin love.

Despite the short time scale Fetcher managed to once again run the show, control everything and answer every point that should have been answered by the actual leader Buchanan who sits on his hands and smiles.

Council standing orders clearly state answering questions is not the role of the Provost.
