On receiving a complaint about the police the first thing that the Professional Standards Department do id to instruct that the police officer being complained about provides an 'Operational Statement'.

Except in this case they never did, or did they just simply ask nicely and if the answer was no, then that would be fine?

On 1st July 2013 Police Scotland were instructed to provide the alleged forum material by PIRC.

On 18th July 2013 they then asked Murray for the forum material, and our contention is that Professional Standards up until that point had never viewed the material and therefore could not make a valid decision.
